SELECTMEN’S MEETING REVIEW

OCTOBER 19th, 2009



1. Public Works Plow Truck Chassis
The bid for the Public Works Plow Truck Chassis was awarded to CB International in the amount of $47,968.00 however the purchase will not be executed until after the November 3rd election and the outcome of the vote on the Excise tax is determined

2. General Assistance Ordinance-Annual Review of Appendices A, B, and C
General Assistance Ordinance Appendices A, B and C were approved

3. Update from Energy Efficiency Steering Committee
Jeff Beaudoin, Chairman of the York Energy Efficiency Steering Committee, gave an update of the progress that the committee has made. The Board approved their name change to the York Energy Steering Committee and asked that the Committee bring back a list of the municipal buildings ranked in order of most efficient to least efficient. The board also asked that the committee write up some potential bid specifications for an RFP to hire an energy auditor to come and conduct a professional energy audit in town buildings

4. Energy Efficiency and Conservation Block Grant Application
Torbert MacDonald presented to the Board the possibility of collaborating with the other KEYS Region towns on a block Grant from Efficiency Maine. If awarded it would act as a revolving loan for residents and businesses to make updates that would increase their energy efficiency.

5. Selection of Design Standards Illustrations RFP
The Board approved the selection of Lachman Architects and Planners as the consultant for the completion of illustrations for the York Beach Architectural Design Standards.

6. Allocation of TIF Funds for the completion of the York Beach Architectural Design Standards Illustrations
The Board approved $15,000 of the York Beach TIF Funds for the purpose of the completion of design standards for the York Beach downtown area.

7. Discussion of potential Charter Changes
The Board has set a public hearing date for December 14th for discussion on a potential Charter Commission to review the current charter.

8. Special Event Permit: Lighting the Way Walk-Lighthouse Hospice Foundation
This Special Event permit was approved

9. Seacoast Shipyard Association request for allocation
The Board asked that the Town Manager find out what the surrounding towns have donated if anything to the Seacoast Shipyard Association. This will be brought back for a future agenda item.
